I could explain it, but really, it's funnier to think he has wandering eyes. Typical teenage guy. :P
I'm leaning more towards accident. When the animation is in movement, it's probably not as noticeable, and line of sight easier to fudge. But that doesn't mean we can't make fun of the stills.

He'll never quit doing that!
(though it is not as obvious as the first one)
and it looks like Jasmine has nothing against it.

He's drawn to shiny objects. Caught it from Abu.

I can't say what he is staring at, but he definitely likes what he sees.
Jas's pretending not to notice. Oh well...

I'm thinking he's looking at the area below the necklace.

I tell you, once I'll make a collection of those staring moments.

My favorite is
this one
from the scene after Aladdin confronts Jafar about killing him and he's holding Jasmine. I think he has a tiny staring problem, yes

Either he does that a lot or someone else has posted that same screenshot before.
Actually, I think you're on to something;
he does it in the movie, too.

You may have noticed this.
The direction of his stare...
Is he staring at her necklace?
I know he was supposed to look straight into Jasmine's eyes, it's because of the way his eye is drawn, it's somewhat unclear (a little defect of drawing). And I know there are plenty of moments like that in the series. It's just so funny... and his eye is so wide...
No offence, Al!
