It's plausible that they might run into one another, but I don't know if it's inevitable. It depends a lot on what you think Sadira does after "Witch Way Did She Go?", what you think Mozenrath is really looking for and why, and how the sand magic actually works.
For instance, could Mozenrath use the sand spells himself even if he stole them? Do you have to have a certain bloodline to use the magic (there are a couple of things in WWDSG that might imply this)? Or can it only be used by women? (We never hear of any Warlocks of the Sand.
) Although Mozenrath could get around those restrictions by enslaving Sadira or convincing her to join him.
Also, would Mozenrath ever have heard of Sadira? All of Sadira's episodes take place before "The Citadel" (except possibly WWDSG, which we don't know the ep # for), so he might not know about those events. Heck, he had no idea who Aladdin was, so he couldn't have been paying too much attention to Agrabah before then!
If Sadira is still just trying to attract another man post-WWDSG, then I doubt Mozenrath would notice her, but if she's using her powers in more obvious ways then he might notice...
Finally, would Mozenrath *want* the sand magic? Personally I think he would; he seems interested in pretty much any magic he can get his hands on. Even if he didn't think highly of that style of magic, he'd probably want to learn it anyway just in case it might be useful someday. This is the guy who found a way to use the
sprites
to his own ends! But, to play devil's advocate, there's always the chance that he's been misinformed about sand magic and thinks it's weak and not worth his time. (I personally think he'd have liked to get his hands on the Staff of Doom, but that's destroyed now...)
And, hey, for alll we know Mozenrath could already have copies of all of Sadira's scrolls in the Citadel library! The Witches did rule the
entire
Seven Deserts. They could have other copies stashed in other cities.

I guess it depends on if he thinks her power is worth anything valuable to his own cause. He seems to be after particular power sources that have more or less unlimited amounts. Sadira just knows a few tricks with sand from what we could tell, or at least were shown with her at the beginning stages of learning all the spells. He'd have to be convinced this is going to be useful to him somewhere. I would think it would be considering they're all in the desert and surrounded by sand all the time, but we don't really know the full extent of Sadira's powers. The Witches of the Sand didn't really show us much

Post subject: Wouldn't Mozenrath Eventually Come After Sadira Anyway?
I've never written fanfiction before, and I plan to make my first shot at fanfiction an Aladdin fanfiction about one of my favorite non-canon couples in the series: Mozenrath & Sadira. While I was plotting in my head the details of how to make this pairing work (i.e.: Sadira being friends with Aladdin & co., & Mozenrath being their enemy) I started thinking to myself wouldn't Mozenrath eventually somewhere along the line cross paths with Sadira anyways since she's a witch of the sand? We all know how Mozenrath loves to learn & collect virtually about everything that's magical, so I was thinking that since Sadira's a witch of the sand & knows sand spells wouldn't he eventually come to her to steal her sand spells, potions, etc?
